January 2013 Update.  Last month the final rule for Traceability (the old NAIS) was finalized.  In rule-making it does not matter what the people want the agencies make the rules, people testify, and the agencies do what they want.  With the large public outcry from coast to coast it took the USDA a long time to meet their goals but they are now here for all of us to endure.  Stand your ground.  This month every deceptive trick in the book is coming your way to ensnare you.  Look carefully at fine print, don not answer census’s or surveys, and do not hit any simple one button gimmicks that take you into slavery.

The concept of the National Animal Identification System (NAIS) was created in the bowels of international think-tanks for marking global assets.  It was commenced in the United States after the tragic events of 911, although plans for an animal disease outbreak were already being put on the books within emergency management.  Most farmers and ranchers became aware of the NAIS in late 2005, early 2006.  Historically agrarians have sounded the alarm when predators were encroaching and so too they heralded the news that a perilously dangerous time was imminent.

Since ancient times farmers have kept watch over their flocks and knew each animal intimately.The shepherd would know if something was wrong with the animal and would intervene as appropriate.Today there is a universal bureaucracy that has seized identification of animals for its own purposes.They want all premises registered, eliminating your absolute right to private property.Put simply they do not want you to own private property.Once you go through the registration process your land title is clouded and your have just transferred your ownership to a silent partner who calls the shots on what you can and cannot do.In the name of poverty alleviation governments around the world are ˜securing assets, aka animal capital. This is another reason for the increased pressure of multiple census.

Nowadays government wants to use identification of property and animals for certification of exports and to falsely bolster consumer confidence that has taken a hit from increasing food contamination.These same rulers want to increase the pressure, coerce farmers to adopt their brand of livestock production practices that are diametrically opposed to established safe and prosperous agriculture.

In order to achieve their goal, tyrannical powers are seeking to flood the agricultural market with ever-increasing herd and flock health programs and heavy handed controls on breeding and subjective genetic ˜improvement” programs. As traditional agriculture is being purged, the global control of animal movement is taking center stage as can be seen with the USDA’s recent announcement of a Traceability Framework.Simultaneously, zoning and compartmentalization is breaking the backs of sovereign countries and states in the name of controlling disease.Food security is being strongly linked with public health.Public health is being commingled with zoonoses (diseases that effect humans and animals) and food safety. A tightening noose is being put around market access.In the foreseeable future only those who are compliant will be allowed market access.The term animal welfare is being manipulated, exploited, and redefined into international definition and the public is unaware of the subtle and progressive change.

2009 Going Where No Man Has Gone Before

In 2009 the OIE held its first Animal Identification and Traceability Conference (ID &T).The objectives of this international conference simply stressed to participating countries and businesses the ˜benefits of identification and traceability and demands for a global commitment to identification & traceability.This conference served as a vehicle to raise awareness, thus familiarity, of the OIE and Codex standards. Through transparency, a free-flow of information and data from the various countries would be extracted for perfection of the final ONE food system.Technological standards are yet to be determined for future application within the total food control grid.When completed, Animal Identification & Traceability will be a seamless system that prevents gaps and duplication between standards, it will be ONE system for all.

When the USDA presented their new Traceability Framework they stressed, Encourage the use of lower-cost technology. One must carefully listen to what the USDA was saying with this statement and not project many farmer’s hope and desire that the agency was ‘˜listening’ to the people.The USDA is merely mirroring the OIE ID & T Framework of making an even technological playing field so that no countries, including poor ones, would be left behind.Applied research is now being commanded to develop cheaper and more practical tools.The socio-economic circumstances of all participants are scrutinized so ID & T calls for flexibility during implementation to be required.Hence, the USDA, in good conscience states administered by the States and Tribal Nations to provide more flexibility.

It has been determined that your veterinarian is a valuable key to bridging the gap between public and private sectors.He or she is a conduit that assists in collecting, analyzing and disseminating information.It is through the Veterinary Services (VS) that an improved legal ID& T will emerge.

An Agricultural Census Statistician once boldly, and with much enthusiasm, told a NoNAIS’er back in 2005 that in order to track down every single ‘farmer’  in America that the government was utilizing aerial methods.  While the statistician did not go into more detail regarding the ‘aerial surveillance’ it certainly did not take a rocket scientist to figure out that with all the satellites, planes, and drones in the sky, surveillance of this type was a common, every-day occurrence.

The WSDA promptly proclaimed “Not true!”,  “We do not have satellites!”  While semantically that was true, they do “not have satellite’s”, they do use information collected from satellites within their Public-Private Partnerships (PPP) and their USDA mother-ship.

The National Animal Identification System, NAIS, on your mind?  The FAS Transportation Data Management System retrieves premise identification listings, datamines with extraction of local, county, state, regional, and national farm and asett information.  FASTRANS is NASS (yes, our ‘friend’ in the farm census) compliant.  ConOps will use NASS data for traceback information.  In the future, coming soon to a farm near you, ConOps will send a description of a selected premises for quarantine orders.  Henceforth and forevermore, the powers-that-be have decreed by royal command that the public (our) highways and by-ways will be referred to as ‘vectors’.

This program works with FASCAT.  These programs wrap around public law and HSPD 9-10 regarding agriculture.

AVMA Resolution Reveals US Herd Plan

American Veterinarians became government contractors when they signed on to support the National Animal Identification System, NAIS.  A few brief years ago the government claimed that NAIS would not result in any animal becoming part of the “US Animal Herd”.  Well, that was a few years ago, and with incrementation comes memory-lapse.  The Winter Session of the AVAMA House of Delegates will consider resolutions relevant to animal well-being and Association matters during its regular winter session, Jan. 9, 2010.

“RESOLVED, that the American Veterinary Medical Association (AVMA) supports the development of comprehensive and integrated disease surveillance of the U.S. Swine Herd.”

Public and animal health issues stemming from the 2009 H1N1 influenza virus have made the swine industry realize how important it is to develop a comprehensive plan to surveil the U.S. swine herd, according to Dr. Tom Burkgren, executive director of the American Association of Swine Veterinarians. In Resolution 5, the AASV seeks the AVMA’s support for efforts to develop an integrated system.

Survel or surveillance is Phase III of NAIS, surveillance & tracking or tracing.

Currently the government monitors for diseases such as pseudorabies and swine brucellosis, and often, producers surveil their own herds for swine pathogens such as porcine reproductive and respiratory syndrome.

“But there’s not been a comprehensive plan to look not only at what exists but also what may be emerging in the swine herd. That’s what the industry wants to move toward,” Dr. Burkgren said. “We’d like to get something hashed out and in place in 2010.”

The program would be designed to monitor for H1N1 and other influenza viruses, emerging and endemic diseases, and foreign animal diseases in an efficient, cost-effective manner.

“The effort is under way, and we’re trying to sort out issues such as funding, responsibilities, and structure, because what we want is a database-type system that is flexible enough to respond to ongoing and future needs,” he added.

Now the only question is not if but when you become part of the “US Herd”. Remember, once you sign up and get the electronic 840 Country Code you are considered a national asset.

Invisible Tattoo for the Masses?

For the past several years many of us have been watching the company Somark.  The idea of an implantable, glass microchip the size of a grain of rice into the flesh of man and beast alike was repulsive to most people.  Somark has deveoped an invisible RFID readable tattoo.  Nobody knows you have it.  It is your little secret.  The concept is reminisicent of WWII when undesirables were tattooed on their forearm.  DOD documents in 2006 revealed that anything ‘chipped’ for purposes of tracking would need to be placed on an exterior position because the density of the object being tracked can throw off the reading.

VS IT Data Collection Roadmap for Your Farm

The United States Department of Agriculture (USDA) Veterinary Services (VS) is committed to ensuring that private citizen’s information relevant to animal disease management, as defined by international standards, and surveillance, is gathered, protected, and shared. by collaborating partner’s.

VS mission is to improve the health, quality, and marketability of our nation’s animals (asset’s), animal products, and veterinary biologics by preventing, controlling, and/or eliminating animal diseases, and by monitoring and promoting animal health, as defined by international standards, and productivity, also as defined by international standards.

With the divergent animal health management needs across the United States this report outlines VS’ vision for its partners and stakeholders to contribute data directly into the VS data repositories and will impact every farmer: commercial and hobbyist whose very existence is being eliminated from the agricltural landscape.

Assuming that respondents and nonrespondents are more similar than dissimilar, the acceptable response rate ranges anywhere between 50 and 70 percent; therefore, at 60 percent, the response rate is acceptable.

The mission of the VS Office of the Chief Information Officer (OCIO) is providing IT solutions that support animal disease surveillance and management programs.

The system provides a consistent standard method of data capture at all levels and provides data dissemination to the appropriate existing databases and is a single point of access to VS’ electronic forms, applications, and certification processes required for interstate and international movement of animals and animal products.

The chain of animal health surveillance begins with animal health practitioners (your vet) in the field collecting data and specimens from animals on farms and other facilities to test for the presence of animal diseases.

VSPS provides a consistent and standard method of data capture at all levels and provides data dissemination to the appropriate existing databases.

Law Enforcement Intelligence & NAIS

The information contained within the new edition of “Law Enforcement Intelligence” is critical for the traditional farmer and rancher as well as average American citizen to understand. I will attempt to Summarize and highlight some of the implications for us all. Phase 3 of the National Animal Identification System known as NAIS is Tracking & Surveillance.  When the NAIS program was created Phase 3 was a shadowy and vague potion of the program that had not been defined and refined.  The people who signed or unknowingly were signed up for NAIS had no idea as to what they were signing..  The following document begins to bring some clarity to Phase 3 of NAIS.  Lest we forget our recent history, at the time of 911 and shortly after we had a much less intrusive regulatory government.  Products were far safer than they are today.  Private property and traditional agricultural practices were upheld.  Glance down at the mammoth list of agencies created for the purpose of intelligence, surveillance, tracking and enforcement.  As Carter clearly states, “Intelligence-led policing was in its infancy”.  In a progressive march farmers and ranchers will increasingly bump into this newly hatched industry. Of note: facts, information, or data become classifiable as intelligence only after analysis of the collected material has taken place.  Currently the Department of Ecology is attempting to access the private property of a farm in Washington State under the guise that a stream might be a “fish” stream.  This farmer is being asked to allow a biologist and possibly other hydrological experts onto the land as a demand for reclassification of the stream.  This information can be secured via satellite and other intelligence but physical access is being sought.  As private property owners are always under investigation one might pause and think twice about allowing access to your property.  All information secured will be used against your absolute right in property.

You will also notice that, the synonym for law enforcement intelligence has now become criminal intelligence. Hence the one under investigation is considered a criminal though he may have done nothing wrong.  This is against our current Constitutional form of government.

These days you will find that Homeland Security intelligence is “the collection and analysis of information concerned with non-criminal domestic threats to critical infrastructure (agriculture), community health, and public safety for the purpose of preventing the threat or mitigating the effects of the threat.” (This phrasing inserts the Emergency Clause that suspends Constitutional protections.)  A synonym of homeland security intelligence is all-hazards intelligence.  When you see the Term all-hazards you can know that it is government -driven program or agency.

National security intelligence is “the collection and analysis of information concerned with the relationship and homeostasis of the United States with foreign powers, organizations, and persons with regard to political and economic factors as well as the maintenance of the United States’ sovereign principles.  Given the global marketplace and the United States numerous treaties it can be concluded that agriculture is included within the agricultural scope of national security.

“There is a strong likelihood that the methods of collecting the national security intelligence would not meet constitutional muster in a criminal trial.”

“The Intelligence Process, therefore, is not a series of independent steps that are mechanically processed in an unbending sequential order; rather, they represent a recipe for intelligence and information sharing that will frequently change according to the availability of “ingredients” and the “nutritional needs” of the consumer.”  Hence, we see Living Document Policy where one never knows the concrete rule of law.  What will be the next “ingredient” or “nutritional need”?  Who will be the next “consumer”?  These are questions to think about as we engage agriculture in the 21st century.

Under Phase 3 of NAIS you will be undergoing a threat assessment process which seeks to make a distinction on whether an intelligence target is “making a threat” or “posing a threat.”

An important thing remember next time you encounter a check-point is that a law enforcement officer must have reliable, fact-based information that reasonably infers that a particularly described intelligence subject has committed, is committing, or is about to commit a crime.

The USDA offers money (financial incentive) to those  providing data collection and spying on ones friends and neighbors, all going into to the intelligence community data potluck.

With the upcoming planned flu event this is important to remember.  WSDA no longer is locally controlled.  They are in process of, and have adopted, the Terrestrial Animal Health Code created by the FAO/OIE/UN.
