Part II-Traceability:  Marking the Beasts

January 2013 Update.  Last month the final rule for Traceability (the old NAIS) was finalized.  In rule-making it does not matter what the people want the agencies make the rules, people testify, and the agencies do what they want.  With the large public outcry from coast to coast it took the USDA a long time to meet their goals but they are now here for all of us to endure.  Stand your ground.  This month every deceptive trick in the book is coming your way to ensnare you.  Look carefully at fine print, don not answer census’s or surveys, and do not hit any simple one button gimmicks that take you into slavery.

The concept of the National Animal Identification System (NAIS) was created in the bowels of international think-tanks for marking global assets.  It was commenced in the United States after the tragic events of 911, although plans for an animal disease outbreak were already being put on the books within emergency management.  Most farmers and ranchers became aware of the NAIS in late 2005, early 2006.  Historically agrarians have sounded the alarm when predators were encroaching and so too they heralded the news that a perilously dangerous time was imminent.

Since ancient times farmers have kept watch over their flocks and knew each animal intimately.The shepherd would know if something was wrong with the animal and would intervene as appropriate.Today there is a universal bureaucracy that has seized identification of animals for its own purposes.They want all premises registered, eliminating your absolute right to private property.Put simply they do not want you to own private property.Once you go through the registration process your land title is clouded and your have just transferred your ownership to a silent partner who calls the shots on what you can and cannot do.In the name of poverty alleviation governments around the world are ˜securing assets, aka animal capital. This is another reason for the increased pressure of multiple census.

Nowadays government wants to use identification of property and animals for certification of exports and to falsely bolster consumer confidence that has taken a hit from increasing food contamination.These same rulers want to increase the pressure, coerce farmers to adopt their brand of livestock production practices that are diametrically opposed to established safe and prosperous agriculture.

In order to achieve their goal, tyrannical powers are seeking to flood the agricultural market with ever-increasing herd and flock health programs and heavy handed controls on breeding and subjective genetic ˜improvement” programs. As traditional agriculture is being purged, the global control of animal movement is taking center stage as can be seen with the USDA’s recent announcement of a Traceability Framework.Simultaneously, zoning and compartmentalization is breaking the backs of sovereign countries and states in the name of controlling disease.Food security is being strongly linked with public health.Public health is being commingled with zoonoses (diseases that effect humans and animals) and food safety. A tightening noose is being put around market access.In the foreseeable future only those who are compliant will be allowed market access.The term animal welfare is being manipulated, exploited, and redefined into international definition and the public is unaware of the subtle and progressive change.

2009 Going Where No Man Has Gone Before

In 2009 the OIE held its first Animal Identification and Traceability Conference (ID &T).The objectives of this international conference simply stressed to participating countries and businesses the ˜benefits of identification and traceability and demands for a global commitment to identification & traceability.This conference served as a vehicle to raise awareness, thus familiarity, of the OIE and Codex standards. Through transparency, a free-flow of information and data from the various countries would be extracted for perfection of the final ONE food system.Technological standards are yet to be determined for future application within the total food control grid.When completed, Animal Identification & Traceability will be a seamless system that prevents gaps and duplication between standards, it will be ONE system for all.

When the USDA presented their new Traceability Framework they stressed, Encourage the use of lower-cost technology. One must carefully listen to what the USDA was saying with this statement and not project many farmer’s hope and desire that the agency was ‘˜listening’ to the people.The USDA is merely mirroring the OIE ID & T Framework of making an even technological playing field so that no countries, including poor ones, would be left behind.Applied research is now being commanded to develop cheaper and more practical tools.The socio-economic circumstances of all participants are scrutinized so ID & T calls for flexibility during implementation to be required.Hence, the USDA, in good conscience states administered by the States and Tribal Nations to provide more flexibility.

It has been determined that your veterinarian is a valuable key to bridging the gap between public and private sectors.He or she is a conduit that assists in collecting, analyzing and disseminating information.It is through the Veterinary Services (VS) that an improved legal ID& T will emerge.

ID & T has discovered that fear is a motivating factor in persuading people and countries to change their basic philosophies and law.The media has whipped up a Fear of the Week frenzy.The OIE, never wanting a good crisis to go wasted, is promising the peoples of the world:

Under the OIE one will discover the vast scope this organization has garnered:

• All matters concerning Animal health and zoonosis

• Terrestrial and aquatic animals (that includes humans)

• Animal production food safety

• Animal welfare

• Diagnosis and control of diseases, assessment of animal health status

• Sanitary safety in international trade

In his inaugural address, President Obama signaled that alleviating global hunger would be a top priority of his Administration. (not hunger in the US)

The U.S. Global Hunger and Food Security Initiative

In his inaugural address President Obama declared, to the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds.  U.S. food security initiative is the Global Hunger and Food Security Initiative Consultation Document, issued by the Department of State on September 28, 2009.The U.S. strategy, according to the Consultation Document, seeks to leverage significant resources and flexibility from multilateral institutions, where they can efficiently deliver global resources for food security, complement bilateral activities, and strengthen in-country donor coordination.This Initiative does nothing to alleviate poverty or hunger in the United States.

The Global Partnership for Agriculture and Food Security

President Obama made strong commitments to agricultural development and food security at the G8 Summit in L’Aquila, Italy, in July 2009, and later reconfirmed these commitments at the G20 meeting in Pittsburgh in September 2009, to “free mankind from hunger and poverty.”

Established a World Bank Food Security Trust Fund

To finance medium- and long-term investments that boost investment and agricultural productivity in foundational areas such as regional (not national) infrastructure, market development (for poor countries), input systems development (provided by countries such as the US), private sector development along the agriculture value-chain (the food mafia cut), and  *˜harm*onize all policy frameworks into one happy international village.

Presidential Study Directive on Global Development Policy

U.S. Foreign Assistance has been transformed since the ‘˜terrorist attacks’ September 11, 2001.

Since 2002 the new National Security Strategy established global development as the third pillar of US national security along with defense and diplomacy.

L’Aquila Summit, the President pledged that the United States would provide $3.5 billion over three years (remember the year 2012) to support the Global Agriculture and Food Security Partnership.

FY 2010 budget included:  Commodity food aid:  $1.69 billion plus $300 million for international disaster and famine relief in the name of “food security”.

US Commitments

$5.5 billion to fight global hunger in FY2008/2009 by the current Administration.

USDA invested $175.2 million in food aid worldwide through Foreign Agriculture Service

World Bank:The US has committed a total of $3.71 billion for FY2009-FY2011

World Food Programme (WFP)

The United States is the single largest contributor to the WFP, providing over $2 billion in FY2008, which is about four times greater than the next largest contributor.

Food and Agriculture Organization (FAO)

FAO is a U.N. organization.In FY2008, the US contributed about $93 million

International Fund for Agricultural Development (IFAD)

The US contributed about $15 and $18 million to IFAD in FY2007 and FY2008, respectively

USDA: Agriculture Secretary Tom Vilsack has asked Defense Secretary Robert Gates and Secretary of State Hillary Clinton to transfer $170 million over two years from Defense, State, or USAID to USDA for an initiative to transform the Afghanistan agriculture sector.

The Chicago Council recommended creating an Inter-agency Council on Global Agriculture within the Executive Office of the President.

The Global Food Security Act of 2009 (S. 384, H.R. 3077)

These companion bills would establish that it is U.S. policy to promote global food security, improve agricultural productivity, and support the development of institutions of higher learning,in research, and extension in developing countries.

The Roadmap to End Global Hunger and Promote Food Security Act of 2009 (H.R. 2817)

H.R. 2817 declares that it shall be U.S. policy to reduce global hunger, advance nutrition, increase food security, and ensure that relevant federal policies and programs.

The Initiating Foreign Assistance Reform Act of 2009 (H.R. 2139)

H.R. 2139 directs the President to develop and implement (1) a National Strategy for Global

Development to further the U.S. foreign policy objective of reducing poverty and contributing to economic growth in developing countries, including responding to humanitarian crises

The Foreign Assistance Revitalization and Accountability Act of 2009 (S. 1524)

S. 1524 amends the Foreign Assistance Act of 1961 to establish in the United States Agency for International Development (USAID)

The Rule of Three

“Come let us reason together,” says the Lord (Isaiah 1:18)

You will notice a pattern emerging in this series; there are a number of concepts presented in ˜threes. From biblical times to the New Age to change a man’s mind.  According to the Greek philosopher Aristotle you must first appeal to his reason.Only after this do you use moral and ethical evidence to persuade and convert.

The number three takes a one dimension concept and brings it “alive” into three dimensions and possibly beyond.

You will see throughout this presentation that there are three levels if interpretation:

Level 1:References to quantities, times, measurements, and the number of occurrences of important words, phrases, and events.

Level 2:The gematria or numerical value of the words.

Level 3:The triangle for of God’s Word as revealed by the Triad Rules. (for mathematicians only)

In geometry three represents a new phenomenon known as a geometric cube. Three, therefore stands for that which is solid, real, substantial, complete and entire.It is consistent in physics that all things complete are ˜marked” by the number three. For instance: the past, present and future.In the physical realm the trilogy includes:mineral, vegetable and animal.The number three also denotes divine perfection.On the third day of Creation the land and seas gathered and vegetation was created.The earth rising from the seas is representative of resurrection.

According to ancient legend at dusk on the seventh day of Creation, the Ten Commandments were made of sapphire gem-stone, from the Throne of God, which radiated a heavenly luminescence. (Luminescence will play a significant role in the latter parts of this series). One each of the two tables are the Ten Commandments, four times repeated, and in such wise were they engraved or marked that the letters were legible on both sides.The tables were two rectangular cubes, six handbreaths tall, six handbreaths wide, and three handbreaths thick.Between the separate Commandments were noted all the precepts and their particulars, It is said that the letters were written with spiritual fire, black fire on white fire.  It is another attribute of the tables, that although they are fashioned out of the hardest stone; they can be rolled up like a scroll.Legends of the Jews & Shavout Secrets

As would be expected there is an original concept of ˜three being divine-real-complete-and includes everything within the agricultural realm.So it stands to reason that since there is a battle going on between good and evil that there must be another side of the coin, a counterfeit.The ideas of this counterfeit have been noted in the sections above.

The number of three will hold significance throughout this ongoing, but soon to close, battle between good and evil, particularly as biblical prophecy plays out.

War of the Worlds

With urgency a prevailing consensus is being manipulated as 2010 dawns.A consensus that focused all members: good governance (a concept not yet defined), modernization of legislation, raising awareness of farmers, food industry operators and other stakeholders to buy into the ONE system, and that sustainable agriculture can only be achieve through the ONEID & T system.  All peoples are encouraged to rally towards international solidarity to control animal disease.This ONE Identification & Traceability beast-like system is about to clash with the very Creator which alone spreadeth out the heavens and at the end of the age will roll the heavens up like a scroll.
